Cyberattacks, including website and email hacking, malware infection and targeted denial of service, are being increasingly reported by private users and government departments, he said and added that cyberattacks on information technology infrastructure of government organisations rose marginally to 371 over last year.
The government has observed attacks emerging from different countries, including China, and noticed that hackers use techniques to hide servers and systems that generate the attacks. Deora added that the government was taking legal, technical and administrative steps to ensure requisite systems were in place to address the growing threat of cyberattacks.
These include a framework for protecting critical sectors and a multi-layered approach for ensuring in-depth defence with clearly outlined responsibilities for various agencies and departments. In an effort to create this comprehensive and collaborative framework, the government has come out with the National Cyber Security Policy.
The government intends to reduce national vulnerability to cyberattacks besides preventing cybercrimes while minimising the response and recovery time. The policy also looks to enable the government to investigate cybercrimes and initiate legal action against them.
The government is also keen on public-private partnership arrangements while facilitation of monitoring key trends in cybersecurity compliance, cyberattacks, cybercrime and cyberinfrastructure growth on a national level will fall under the policy's purview. The policy also contains provisions that aim to provide fiscal benefits to businesses that adopt standard security practices and processes.
Besides putting the policy in place, ministries will conduct regular audit of their IT systems to ensure robustness against cyberattacks while cyberforensic infrastructure has been enhanced. To mitigate supply-chain risks emanating from telecom equipment manufactured by companies belonging to China, the telecom and home affairs ministry have issued guidelines mandating service provides to secure their networks and induct equipment that has been tested as per international standards.
