UP govt to assess if HP can provide 15 lakh laptops in 7 months

LUCKNOW: Taking a step further, the Uttar Pradesh government has started assessing the supplying capacity of Hewlett Packard (HP), which has quoted the lowest bid for supplying 15 lakh laptops that the government will distribute among students who passed Class XII in 2012 and are pursuing higher education. And if the government finds that HP has the capacity to make the complete supply according to its delivery schedule, then the firm could get the contract.

The assessment of the supplying capacity is being done by a high-level committee formed under chief secretary, Jawed Usmani. The matter has come to the table of the chief secretary after a technical committee, formed under the UP Electronics Corporation Limited Managing Director Prabhat Mittal, found that four companies qualified for supplying laptops.

According to sources, HP quoted a price of Rs 19,058, including duty and taxes, for each unit of laptop, HCL quoted Rs 21,983, Lenovo quoted Rs 23,919 while the highest bid of Rs 25,199 was quoted by Acer. Government officials said that since HP quoted the lowest bid and has offered to supply the complete order, a high-level committee has been formed to assess the supply capacity of the company."

Another official said, "If HP is found to have insufficient capacity, then it could, accordingly, get a contract to supply a reduced quantity of laptops and the remaining quantity will be divided among the bidders ready to offer the quantity at the rate quoted by HP."

According to the delivery schedule fixed by the state government, the selected bidder will have to supply 5% of the ordered quantity within 60 days from the date of signing of the agreement. Another 5% would be supplied in the next 30 days. The entire quantity of 15 lakh laptops has to be supplied in six installments within seven months.

The state government had earlier announced that it would start distribution of laptops by December. Given the pace at which the processing of the tender is going on, it is sure to take a few more months.

An official said the report of the high-level committee would be placed before the cabinet, which will give its final approval on the selection of the supplier. After the cabinet's approval, a letter of intent (LoI) will be issued to the selected supplier. An agreement will be signed with the supplier after receiving its consent on the LoI.

In its election manifesto, the ruling Samajwadi Party had promised to give free laptops to students passing Class XII and free tablets to Class X passing students.

E-cigarettes ineffective in fighting addiction: Study

WASHINGTON: Electronic cigarettes may not be useful in combating smoking addiction as they are still delivering nicotine to the body, an Italian government study has warned.

This "fashion gadget" should not be used by young people because, even if smaller quantities of nicotine are inhaled in this way, there are still serious potential health risks, the study by the Italian Health Ministry said.

The report also raised the concern that the use of this gadget could lead young people to graduate from these devices to smoking real cigarettes, 'ABC news' reported.

However, an association of electronic cigarette makers said the device is intended to help people who are already smokers.

The e-cigarette is basically an electronic inhaler made up of a plastic cartridge that acts as a mouthpiece, a battery, a reservoir for a liquid aroma solution and an "atomiser" that vaporises the liquid.

Some of the aroma solutions contain nicotine in different concentrations. It produces a smoke-like vapour that simulates the act of tobacco smoking and when inhaled delivers the nicotine, if used in the liquid-base, into the bloodstream via the lungs.

"We can say that the electronic cigarette is less toxic, but we cannot say that it is totally innocuous. We have to have a prudent approach towards this product as we know little about its worth in stopping people smoking or how toxic it is," Roberta Pacifici, director of Italy Observatory on Smoking, Alcohol and Drug Use at the National Health Institute told Italian news agency ANSA.

PUNE: The coming year will prove to be an inflection point for the Indian information technology industry as players will have to seek new ways to approach their business niches in the light of increased stress on economic resources, rising customer expectations and democratisation of technology through proliferation of telecom devices.

An innovation-led approach resulting in greater customer benefit will come to the forefront, as customer-facing sectors such as automobile, retail or healthcare will seek novel ways to reach their end-use customers in 2013, experts have observed.

Globalisation and market expansion advisory firm Zinnov has said 'regeneration' will be the next growth frontier for captive centres in India, as it is getting exponentially difficult to derive further efficiencies in the current form and manner of setting up captive centres. For the last seven to eight years, the captive centres of large BFSI and retail players as well as some large engineering R&D captive centres have been delivering a wide range of services. But the only way to derive further efficiencies is by outsourcing to a partner.

Service providers are out on a shopping spree and a viable captive centre is something that will interest them. Given that the economic pressures are expected to continue into 2013, divesting a portion of a mature captive operation that commands a good premium could also be a definite booster to the financial statements, Zinnov has said.

According to the firm, there will be a spike in engineering R&D and overall solutioning demand for affordable products - especially in housing, cars, medical devices and internet mobile devices like tablets and smartphones. "With shrinking wallets and increasing budget cuts all around, customer choices across both the developed and emerging markets are likely to shift to function over form. Service providers can now channelise frugal engineering, open source capabilities and predictive analytics to create compelling industry-specific solutions," Zinnov has said.

Big Data and analytics are changing how traditional companies serve their customers and are opening up great possibilities for the future. Zinnov chief executive officer Pari Natarajan said, "Today the Indian technology industry is at an inflection point where innovation must have transformative rather than incremental impact. The Indian technology ecosystem has matured to a point where multinational organisations across verticals are looking to leverage our knowledge, skill sets and capabilities in new technologies and frugal engineering. In 2013, service providers can capitalise on this interest with customised, affordable product offerings, while multinationals will look at developing differentiated, technology-enabled products that address local problems."

Andrew Till, senior vice-president of smartphones and consumer electronics, Symphony Teleca, said, "The new year will see a fundamental reshaping in the way commercial software and software-related products are built and deployed in a rapidly merging environment of the cloud, mobility and analytics. Software manufacturers will move towards verticalisation, building software for niche segments and specialised application areas. The Indian economy is irrevocably shifting from services to product engineering, with near field communication and mobilisation leading the trend."

Symphony Teleca has predicted major shifts in the market in 2013, such as computing becoming task-centric, increased emphasis on voice recognition enablement technologies, consumers demanding federated control of their identities across platforms and devices and growth in the number of consumers using their mobile devices to perform impulse or opportunity-driven purchases.

According to the firm's report, there will be continued growth in use of tablets in the enterprise and more enterprise apps would be developed for tablets in particular. "Companies will start to consider the devices and technologies necessary for increased collaboration, where employees can not only access material via the tablet but can also use it as a mutual working station," the report has said.

How technology made workouts smarter

From mud races to sweat parties to CrossFit competitions, workouts turned smarter, shorter and more social in 2012, experts say, as fitness was sweetened with a little help from smartphones and friends.

"Everything is about making fitness fun," said Jenna Autuori-Dedic, senior fitness editor at Fitness Magazine.

Even those grueling indoor cycling classes were a chance to mingle.

"I truly think that spinning was one of the biggest things to come out of 2012," said Autuori-Dedic. "They (fitness studios) made it fun. You can go with your friends, match your workout to the music. When you work out with friends, you don't realize you're working out."

She said 2012 also saw the rise of the sweat party.

"Instead of hitting the bars for that bachelorette party or night out with the girls, women are going in groups to fitness studios," she explained. "You don't have to choose between working out and meeting your friends, you can do both."

Working women have begun treating clients to boot camp classes in lieu of happy-hour, she added, and more co-workers host conference room workouts at lunchtime.

Mud runs were another 2012 trend that Autuori-Dedic expects to grow in the new year, along with fun obstacle-type races in general, during which participants can get blasted with paint or chased by "zombies," often for charity.

Donna Cyrus, senior vice president of programming at the Crunch national chain of fitness centers, said dance classes and short, results-driven workouts dominated group fitness.

"Going into 2012 everybody was looking for the next Zumba," said Cyrus of the Latin-based dance fitness craze. "We find that people are looking for fun easy-to-follow dance moves."

Crunch created 2FLY, a dance class based on music of the '80's and '90's that strives to feel more like a house party than a workout.

The other big trend from 2012, according to Cyrus, is the 30-minute workout.

"Everybody is realizing that you can get results in 30 minutes," she said, so this year was also about hard core, body-sculpting, CrossFit-type classes.

CrossFit is an intense, constantly varied, strength and conditioning program.

Autuori-Dedic said the CrossFit games, which are competitions that grew out of the workout regimen, mushroomed from only 4,000 participants to nearly 70,000 this year.

Richard Cotton, national director of certification programs for the American College of Sports Medicine, said 2012 signaled a welcome shift back to the basics of training people to be prepared for daily living.

"We're finally getting smart about what functional exercise actually is," Cotton said. "Simpler and basic, easier to do at home, there are fewer silly ball exercises, (such as) balancing on a ball while doing bicep curls."

Cotton said personal trainers increasingly apply troubleshooting, motivational interviewing and coaching techniques to their sessions with clients.

Autuori-Dedic said 2013 will see more trainers displaying their wares online.

"Trainers are live-streaming workouts and putting things on Twitter, iTunes, everywhere," she said.

And sophisticated tracking apps are here to stay.

Autuori-Dedic cited a study showing that people lost an average of 15 pounds and kept it off for at least a year just by tracking their statistics with an app.

"It used to be that stepping on a scale once a week would tell you how far you've come," she said. "Now with our smartphones we can log in at any time and see how we're doing every step of the way."

It also comes amid countless rumours and hints that Apple is developing its own TV, with CEO Tim Cook recently saying that the area was one the firm has an intense interest in.

Google's TV has failed to capture the public's attention, despite support from manufacturers such as Sony, and the biggest problem, according to NPD, is confusion among TV owners.

LONDON: Wife of Microsoft founder Bill Gates, Melinda, has said her children are banned from owning Apple products.

Melind Gates, a philanthropist and world health campaigner, said that their two daughters and son had asked for an iPod, but 'they get Windows technology'.

According to the Telegraph, she said that the wealth from our family came from Microsoft so there is no point in buying a competitor's products.

In 2009, before Microsoft had introduced Windows Phone in response to the success of the iPhone, Mrs Gates, 48, admitted that she had been tempted by Apple products herself.

According to the paper, despite the ban, pictures were published last year that appeared to show the couple oldest daughter Jennifer, 16, clutching an iPhone while jogging in Sydney.

After PM, Sheila is the target on social media

NEW DELHI: After Prime Minister Manmohan Singh's "theek hai" remarks drew sharp criticism, it was the turn of Delhi chief minister Sheila Dikshit to be targetted on social media for making a similar comment towards the end of her statement on the death of Delhi gang-rape victim.

"It's okay," Dikshit said after reading out a statement in Hindi to reporters, expressing her condolence on the death of the young girl at a hospital in Singapore.

On social networking site Twitter, people took objection to Dikshit's comment. "CM does a PM #Dikshit says is it Okay after recording statement," said a tweet.

"Sheila Dikshit should try Bollywood. She said "Is it ok?" after a "take" on the girl's death. Earlier, she cried on every channel," said another tweet.

"We have too many experts on how to put your foot in your mouth," said another post.

Delhi BJP chief Vijender Gupta criticised Dikshit for the comment and said it reflected her "insensitivity" towards the tragic incident. "It was very unfortunate. The remarks showed the chief minister in poor light. They reflected the insensitivity of Dikshit towards the tragic incident," he said.

CPI National Secretary D Raja also slammed Dikshit for the remark, saying people in higher echelons must be more "humane".

"Those who are in the higher echelons of power must be more humane. They should make statements with sincerity while expressing their views on tragic incidents like this. They should be involved in what they say. Such utterances should be sincere and should not be for cameras," Raja said.

The Prime Minister's interrogative 'theek hai' remark at the end of a televised address to the nation on the Delhi gang-rape incident had drawn severe criticism on social media.

iPhone, iPad ‘blamed’ for rising crime in New York

iPhones and iPads rule the roost in the mobile market and have captured the US market like no other device. The devices are popular not only among tech enthusiasts, but also among thieves in New York, or so the city's mayor believes.
As crime rate in New York City rose in 2012, the mayor Michael Bloomberg pointed out the reason behind this surge - Apple's iPhones and iPads. Till December 24, 2012, New York Police Department (NYPD) saw 3,484 more crimes than they witnessed in 2011. However, 3,890 more instances related to iPhones and iPads were reported this year. The mayor said the figure he quoted did not include any other internet-connected mobile device, including Samsung's successful Galaxy range or Google's Nexus series.

Instagram reveals 10 most popular places of 2012

NEW YORK: Instagram has revealed the top 10 most popular places that users have uploaded pictures of on their website.

An airport in Thailand, Bangkok's Suvarnabhumi Airport grabbed the number one spot, the New York Daily News reported.

According to a company blog post, almost 100,000 photos were shot, filtered and shared there last year.

The appropriately nicknamed "Airport of Smiles," can handle 45 million travellers every year.

The second most Instagram-friendly place was the Siam Paragon, a shopping mall in Bangkok that has its own underground aquarium.

Seven of the top 10 spots were in US, with a strong showing on the West Coast.

The only European representative on the list was the Eiffel Tower in Paris, which came in at 8th place.

iberry launches two tablets with built-in 3G sim

CHENNAI: Technology firm iberry has launched two new models of tablets equipped with third generation (3G) subscriber identification module (SIM) slots for making phone calls and internet browsing.

One model is equipped with a dual-core processor, while the other one is having quad-core processor.

"When the current Indian tablet PC market is flooded with price-driven tablet PCs, we take immense pleasure and pride to announce the launch of India's 1st dual-core CPU and quad-core CPU based tablet PCs, both with inbuilt 3G SIM slot for calls and Internet," iberry said in a statement.

The first model called Auxus CoreX2 3G comes with a seven-inch IPS panel display with 1280x800 pixel resolution. This model is priced at Rs 10,990.

The second model Auxus CoreX4 3G is the first ever attempt in India to equip a quad-core CPU on a 9.7 inch tablet PC, the company said. Consumers will have to spend Rs 15,990 to get this model of tablet.

"With most of the current Indian tablet PC companies focussing on low-end low-price tablet PCs, we at iberry take a leading edge in the market with our new ventures, Auxus CoreX2 3G and Auxus CoreX4 3G," iberry said, adding consumers were now giving more importance to speed than cost.

2013: Gadgets to go slimmer, sexier

NEW DELHI: iPhone 5, iPad Mini, Nexus 7 and Galaxy SIII rocked the devices market in 2012, but as gadgets get slimmer, sexier and more powerful, similar to those seen in 007 Bond flicks, gadget enthusiasts are in for a treat in 2013.

2012 saw users transitioning from feature phones to smartphones as they moved from just talking and texting to tweeting, networking socially and shopping with increasing mobile internet penetration and lower data tariffs.

From a little over 100 million Internet users in 2011, the number has now grown to close to 140 million with more people, especially youth, going online using their mobile phones.

"The handset market remained dynamic in 2012 with a clear preference emerging for smarter performing devices among consumers. The trend was not limited to the high end only but even entry level users moving up aspired it all," Nokia Senior Vice President (Sales - IMEA) D Shivakumar said.

In 2013, Nokia expects to see a massification of these two trends with lower price points for devices and a plethora of relevant services and content being available, he added.

Smartphone lineup for gadget freaks includes Apple iPhone 5S, Samsung Galaxy S4 and Nokia Lumia 920 and 820.

According to a McKinsey & Company report, internet-linked consumption and expenditure in India contributes an estimated $30 billion, or about 1.6 per cent of the GDP and is poised to account for 2.8 to 3.3 per cent by 2015.

The same report says India is likely to also have the second-largest internet user base in the world with 330 million to 370 million Internet users in 2015.

This year, while mobile browsers were a default installation on the handsets, companies like Nokia focussed on offering devices with a dedicated Facebook button.

Operators also introduced special tariff plans to allow consumers surf the net and visit social networking sites like Facebook and Twitter.

Another highlight of the year was the flooding of Indian market with low-cost tablet PCs, with the likes of Micromax, HCL and Zen launching their devices to cater to the burgeoning demand from rural parts of the country as well as increasing interest from enterprises.

Traditionally dominated by global giants like Apple and Samsung, the tablet PC price war is now being fought at the bottom of the pyramid with many lesser known companies introducing devices for segments like education and enterprises.

"We are finding it easier to sell high end phones compared to economy range phone. On an average, we have been able to sell an average of 25,000 unit of our Intel chip-based Xolo phones which are in the price range of Rs 10,000 to Rs 15,000," Lava International's founder member and Director S N Rai said.

Apple, Intel working on smartwatch: Reports

SYDNEY: Tech giant Apple is working with Intel to manufacture a 'smart watch', a Chinese gadget blog has claimed.

According to the report, the Bluetooth watch would debut sometime in the first half of 2013.

Consumers have previously used the sixth-generation iPod Nano as a watch, with third parties producing wristbands for the product, News.com.au reports.

According to the report, TechCrunch writer Jordan Crook, however, said he was taking the news with a grain of salt.

He pointed out that if the iPhone maker is manufacturing a watch, it would be quite a while before we see any real evidence of it.

He also said that there's no proven market for smart watches yet.

RIM shares recover from sharp slide

TORONTO: Shares of Research In Motion jumped nearly 10 percent on the Toronto Stock Exchange on Thursday, following similar gains in New York on Wednesday, in a rebound from last week's sharp decline.

Last Friday, the volatile stock plunged more than 20 percent after the company said on an earnings conference call that it was rolling out a new fee structure for its services segment, which some investors fear could pressure the high-margin business.

"It got hit so hard after the conference call," said Ed Snyder, an analyst with Charter Equity Research. "People are still fairly optimistic about (BlackBerry 10) coming out in January, so (the rebound is) really just a value play."

The new fee structure overshadowed stronger-than-expected quarterly results.

RIM shares were up 9.7 percent to C$11.42 in midday trade on the Toronto Stock Exchange. The company's Nasdaq-listed stock was down 2 percent to $11.60 after big gains on Wednesday, when Canadian equity markets were closed for Boxing Day.

Through the autumn of 2012, RIM rallied as investors grew optimistic about prospects for its new make-or-break BlackBerry 10 devices, to be formally unveiled January 30. On Thursday, the shares were still up more than 80 percent from the year's low, touched in September.

The Wednesday and Thursday gains also came after several websites posted photos of what they said could be the first BlackBerry 10 phone with a physical keyboard.

Evercore Partners analyst Mark McKechnie said the photos boosted RIM's stock, which he said was depressed from last week's sell-off, on a quiet trading day.

"There certainty are folks that believe in the new product cycle," he said. "The whole Wall Street community's been trying to handicap how strong that product cycle will be for RIM."

RIM has said it plans to roll out touchscreen-only devices first, a few weeks before it releases a smartphone with the Qwerty keyboard many longtime BlackBerry users rave about. But some analysts believe devices with hard keyboards will not hit the market until spring.

Management has touted BlackBerry 10's new on-screen keyboard, but some see the company's reputation for building solid, usable physical keyboards as an important competitive advantage as RIM fights for market share against Apple and Samsung. McKechnie said volatility is not unusual ahead of big smartphone launches.

"There's so much scale involved in this industry, one way or the other. A successful product versus a failure is going to really change the earnings power of a company," he said.

Facebook video deleted? View it in file browser

LONDON: After the launch of a new Facebook app which erases pictures and messages within 10 seconds of being sent, a tech news site has found that videos sent to iPhones via Snapchat can be reviewed using a file browser.

Buzzfeed has found that videos sent via smartphone app Snapchat - which should disappear after a few seconds - can be preserved and reviewed.

Snapchat has proved popular as it deletes sensitive photos and videos after a short delay.

Snapchat said such "reverse engineering" was always going to be possible.

Using a widely available file-browsing computer programme Katie Notopoulos, a staff reporter at Buzzfeed, found that Snapchat and its Facebook equivalent Poke kept copies of videos that should be deleted. The ability to send video via Snapchat was introduced on December 14, the BBC reported.

When videos were loaded but not opened, it was possible to get at and view these copies when users connected their iPhone to a computer and used a file browser to look through its internal memory, Notopoulos discovered.

If videos were not viewed, she found, they were stored in a folder called "tmp" by Snapchat or "mediacard" on Facebook's Poke. Copying the files in these folders to a hard drive stopped them being automatically deleted.

Snapchat is also available on Google Android phones. Notopoulos did not try to find out if videos were preserved in the same way on such smartphones.

However, earlier in December Snapchat did issue a patch for a bug that put permanent versions of unwatched videos into the media gallery on Android phones.

Snaptchat founder Evan Spiegel told Notopoulos that those who enjoyed the service the most would not go to such lengths to view videos.

"There will always be ways to reverse engineer technology products - but that spoils the fun!" he wrote.

Facebook has not yet commented on Buzzfeed's findings, the report said.

China amends labour laws to help temp workers

BEIJING: China amended its labour law on Friday to ensure that workers hired through contracting agents are offered the same conditions as full employees, a move meant to tighten a loophole used by many employers to maintain flexible staffing.

Contracting agencies have taken off since China implemented the Labour Contract Law in 2008, which stipulates employers must pay workers' health insurance and social security benefits and makes firing very difficult.

"Hiring via labour contracting agents should be arranged only for temporary, supplementary and backup jobs," the amendment reads, according to the Xinhua news agency. It takes effect on July 1, 2013.

Contracted labourers now make up about a third of the workforce at many Chinese and multinational factories, and in some cases account for well over half.

Some foreign representative offices, all news bureaus and most embassies are required to hire Chinese staff through employment agencies, rather than directly.

Although in theory contracted workers are paid the same, with benefits supplied by the agencies who are legally their direct employers, in practice many contracted workers, especially in manufacturing industries and state-owned enterprises, do not enjoy benefits and are paid less.

Employment agencies have been set up by local governments and even by companies themselves to keep an arms-length relationship with workers. Workers who are underpaid, fired or suffer injury often find it very difficult to pursue compensation through agencies.

Korean electronics giant Samsung Electronics said in November that it would require its 249 supplier factories in China to cap the number of temporary or contracted workers at 30 percent of regular full-time employees.

It announced the corrective measure after Chinese labour activists reported violations of overtime rules and working conditions as well as underage workers at Samsung suppliers. Samsung says its own audit did not find workers under China's legal working age of 16.

Mobile app for women in distress launched

NEW DELHI: In the wake of growing incidents of violence against women, a non-profit organisation launched a mobile phone application that helps a person under threat to send out immediate alert to his contacts registered on his phone.

"The application is simple and cellphone alarm based that helps a person who is threatened to send out alert to registered phone number of three to 10 contacts followed by a small video clip of the incident and a voice recording that could help police to identify and follow legal procedure," a release from Security Watch India (SWI) said.

The application, which is currently being used by ex-servicemen and their families, could also be useful for corporates to provide security to their female workers who work till late hours. The product is art of corporate initiatives of Indian Eye Security Pvt Ltd, the release added.

"The government must have better communication with citizens and use media and social networking sites effectively to convey what is being done in a crises situation. This responsibility rest with the lieutenant General, and commissioner of Police who all failed to do so," said Kiran Bedi, former IPS officer and social activist, who was present on the occasion.

Bedi, while referring to the situation after the gang rape of a young para-medical student in a moving bus here, said that we should have "intention to act" then only the solutions start coming up automatically.

Apple fined over $165,000 for copyright violation in China

BEIJING: Technology major Apple Inc has been fined $165,908 by a court here for allegedly selling unlicensed electronic versions of books online.

The Beijing No.2 intermediate people's court ordered Apple to pay a total of 1.03 million yuan ($165,908) to eight Chinese writers and two companies for violating their copyrights.

The plaintiffs said they spotted applications containing unlicensed electronic versions of their books available for download last year, adding that the books were downloaded in great quantity, resulting in large economic losses for their authors, Xinhua quoted the lawyer as saying.

The court concluded that Apple violated the plaintiffs' "right of communication through information networks", an element of China's copyright law, by providing apps that contained unlicensed electronic versions of the books.

The company also failed to carry out its duties regarding the care of apps it provides online, the Court said.

Earlier this year Apple settled 'iPad' trademark dispute in China by paying $60 million to Proview Technology (Shenzhen).

LONDON: Sales of iPods and other MP3 players in the UK have slumped by more than fifth in 2012, as consumers turned to smartphones as their gadget of choice.

According to analysis by Mintel, the research company, sales of MP3 players fell by almost 110 million pounds, or 22 per cent, to 381 million pounds this year as compared to 2011.

According to the Telegraph, Mintel predicted that sales will halve again by 2017.

In its 'worst case' scenario, the group forecast that sales of MP3 players could drop to just 25 million pounds within five years.

MP3 players have been usurped by smartphones, which carry out the same functions, and also allow users to make telephone calls and connect to the internet.

The rise of smartphones - like the Apple iPhone or the Samsung Galaxy - has halted the growth of iPods.

Ofcom, the regulator, recently found that two-fifths of UK adults now own a smartphone.

Samuel Gee, a technology analyst at Mintel, said that the decline in MP3 sales is "unlikely to reverse".

BSNL floats fresh tender for network expansion in West zone

NEW DELHI: State-run BSNL has issued a fresh tender for procuring telecom equipments in its West zone after Indian Telephone Industries (ITI) Limited did not participate in the earlier offer due to various issues.

"We had to float fresh tender for 63 million lines to complete our Phase 7 network expansion. ITI was offered to supply these equipments but they did not take it up," a senior BSNL official told PTI.

After a gap of five years, BSNL floated a 14.37 million line tender to expand its network capacity and part of it was given to ITI for equipment supply under reservation quota.

When contacted ITI, Chairman and Managing Director KL Dhingra said: "ITI did not participate in the tender as ITI could not get ToT (Transfer of Technology) partner."

"We had been alloted an order as reservation quantity of 6.39 million line West Zone of BSNL. This project was not commercially viable due to low volumes and highly competitive prices quoted by L1 bidder," he further said.

Chinese firm ZTE had emerged as L1 bidder in the tender and was awarded major portion of this tender and along with Alcatel Lucent, which was selected for supply of equipments for building an intelligent network for BSNL.

BSNL has offered other firms, who were in the fray for equipment supply, to match the price at which ZTE has agreed but none of the companies accepted the offer citing very low price quoted by the Chinese firm, industry sources said.

The BSNL official said supplies have started for Phase 7 network expansion and expect to complete all the supplies within estimated cost of Rs 4,000 crore.

Govt support to UN web regulations irks industry

BANGALORE: India's supportive for International Telecom Union's proposals to a UN-backed body to regulate internet has irked the stakeholders in local internet industry, which has warned government to refrain from voting in ITU on issues other than telecom.

Earlier this month, ITU, a body under United Nations for the first time introduced proposals seeking to define spam, and cyber fraud in a way that would have brought the some aspects of regulating the 'international network' under its ambit. While India is yet to sign off on the proposals, the state's public posturing indicated a supportive stand.

"ITU should only focus on telecom sector and not get into information and communication technology as they have tried to do through the Dubai convention last week," said Subho Ray President of Internet and Mobile Association of India. IAMAI has Indian arms of multinational internet firms such as Ebay, Google, Facebook and Yahoo! as members.

The proposals have also created an international stand-off with US, UK and other large European economies rejecting the need for such UN-backed regulation of the internet, while Russia, China and United Arab Emirates found it useful to have such control. Some analysts have even called it the new cold war.

The Federation of Indian Chambers of Commerce and Cellular Operators Association of India have also asked the government not to support ITU proposals, as it fears it would put curbs on internet usage.

"It is now well recognised that law enforcement agencies can misinterpret language even when it is not intended - Mumbai arrest of the two girls being a case in point," FICCI and COAI said in a joint submission. The proposals, they said, would create new binding legal obligations on member states that may be in conflict with national sovereignty.

"Defining spam requires making content-based determinations; a treaty-based obligation could lead to India having to cooperate with other countries on controlling political or commercial speech," the associations cautioned.

Industry is also not enthused about ITU's proposals to bring regional internet exchanges under its ambit as it would give the UN body a role in overseeing commercial agreements for Internet traffic exchanges, according to Rajan S Mathews, director general at COAI, which counts Airtel, Vodafone, and Reliance Communications.

The Internet Service Providers Association of India (ISPAI) says any UN body on internet governance, even if formed, should completely keep itself out of content-related matters.

"I think a UN body should be formed only if it involves multiple stakeholders including private sector, and not only governments as has been the case with UN bodies," said Rajesh Chharia, ISPAI president.

This is the second time that India has sided with countries such as China, Iran and Egypt to support a internet regulation proposal.

India's External Affairs ministry had initiated a similar proposal at UN in Geneva last year for forming a committee on internet related policies but the effort did not find enough takers.

While India has been supportive of the ITU proposals, other nations including US, UK, Canada and several European nations have rejected the proposals.

However, India's IT secretary J Satyanarayana said the ITU proposals "will enable environment for the greater growth of the Internet."

For now, the government has decided that it needs to "consider the ramifications of this before taking a decision on signing." Government has said it will undertake "necessary consultations" but is not clear how much room industry has to influence what stand government will eventually take.

"India's support clearly shows that it wants to look at the Internet as a regulated network and the recent internal legislations also point in this direction," said Pawan Duggal, an expert on cyber law and Supreme Court lawyer. But India's internet community is jittery, as misuse of such regulations can go unchecked."

Globally, world's largest internet company by revenues, Google, has openly come out against any such internet regulation.

Google vice-president and chief internet evangelist Vint Cerf, who is also considered "one of the fathers of internet" wrote in his blog that Internet has brought unprecedented freedoms to billions of people worldwide to create and innovate, to speak and be heard, because internet is borderless.

"Some proposals could allow governments to justify the censorship of legitimate speech, or even cut off internet access in their countries," Cerf cautions.

False broadband reports: Telcos may face upto Rs 10 lakh fine

NEW DELHI: Telecom companies will have to pay a penalty of up to Rs 10 lakh if they submit a false compliance report on quality of broadband services, according to sectoral regulator Trai.

"If the compliance report furnished by a service provider providing broadband service...is false...it shall, without prejudice to the terms and conditions of its license...be liable to pay an amount, by way of financial disincentive, not exceeding rupees ten lakh per parameter," Trai said in Quality of Service of Broadband Service (Amendment) Regulations, 2012.

The new regulations, which will come into effect from January 1, 2013, also said if a service provider offering broadband service fails to meet the benchmark of Quality of Service (QoS), then it will be liable to pay penalty up to Rs 50,000 per parameter.

Further, in case of second or subsequent such contravention, a penalty up to Rs 1 lakh per parameter should be levied on service provider for each contravention.

"These regulations prescribe financial disincentive on broadband service providers for noncompliance with the benchmark at a rate not exceeding Rs 50,000 per parameter for the first noncompliance and Rs 1,00,000 per parameter for subsequent non-compliance of the benchmarks," Trai said.

The parameters for quality of service include activation time of broadband connection, fault repair or service restoration time, billing issues, response time to the customer for assistance and connection speed, among others.

DUBAI: An internet virus attacked computers at industrial sites in southern Iran, in an apparent extension of a covert cyber war that initially targeted the country's nuclear facilities, an Iranian official said.

Iran, the world's No. 5 oil exporter, has tightened online security since its uranium enrichment centrifuges were hit in 2010 by the Stuxnet computer worm, which Tehran believes was planted by arch-adversaries Israel or the United States.

The unit tasked with fighting cyber attacks, the Passive Defence Organisation, said a virus had infected several sites in Hormozgan province in recent months but was neutralised.

"Enemies are constantly attacking Iran's industrial units through Internet networks in order to create disruptions," Ali Akbar Akhavan, head of the Hormozgan branch of the organisation, was quoted as saying by the Iranian Students' News Agency on Tuesday.

"This virus has even penetrated some manufacturing industries in Hormozgan province, but with timely measures and the cooperation of skilled hackers in the province, the progress of this virus was halted," Akhavan said.

"As an example, the Bandar Abbas Tavanir Co., a producer of electricity in the province and even adjacent provinces, has been the target of Internet attacks in recent months," he said.

Bandar Abbas is the capital of Hormozgan province on Iran's southern coast and home to an oil refinery and container port.

Israeli officials have threatened military action against Iranian nuclear facilities if Western sanctions on Tehran's banking and oil sectors do not persuade the Islamic Republic to shelve its disputed atomic programme.

Western powers suspect Iran is trying to develop the means to produce nuclear weapons. Tehran says it is enriching uranium only for civilian energy.

Iranian authorities said in April that a computer virus was detected inside the control systems of Kharg Island - which handles the vast majority of Iran's crude oil exports - but the terminal had remained operational.

Cyber attackers also slowed Iran's Internet and attacked its offshore oil and gas platforms this year, Iranian officials have said.

HCL Learning enters Africa

CHENNAI: HCL Learning, the education division of HCL Infosystems, has signed a memorandum of understanding (MoU) with a South African educational firm Spatial Data Holdings, to launch their products in five African countries including South Africa. Through this agreement the company has already started selling its educational content , tablets and dongles in Africa. The countries are South Africa, Zimbabwe, Zambia, Botswana and Namibia.

While the first wave of institutions driving this initiative in Africa are primarily non-governmental organisations (NGOs), governments are soon expected to step in. "Right now, NGOs and relatively expensive schools are taking up such solutions in Africa. We expect government buying to become big next year," said Bhattacharyya.

At the same time, government laptop buying remains a big source of growth in India. "We will be finishing this week our shipping requirements for the Tamil Nadu project worth about Rs 270 crore. In UP, we have been shortlisted for laptop project and have also applied for their tablet initiative. Governments in Punjab, Goa and Assam, among others, also have similar initiatives declared in their manifestoes," said Bhattacharyya.

HCL Learning, started three years ago, had so far been selling its products mainly in a business-to-business (B2B) fashion but now the company is going business-to-consumer (B2C). It plans to sell its tablets and dongles through more than 600 outlets nationwide in the coming few weeks.

"Introducing dongles allows us to reach on all the 50-60 million computing devices present in Indian market. We will be selling our content and services through retail channel as well as through our longstanding relationships with schools," said Bhatacharyya.

Microsoft, Google in battle to track Santa across globe

LONDON: Two competing Santa tracking devices are racing to track the Christmas gift-giver as he will be travelling the globe on Christmas Eve.

Volunteers have been watching Father Christmas' progress from 5 am EST, as part of the annual NORAD Tracks Santa Programme.

The Microsoft-sponsored system, run by the North American Aerospace Defense Command located at Peterson Air Force Base in Colorado Springs, Colorado, is in its 57th year and allows children to follow the sledge online, the Daily Mail reports.

But this year it has a competitor, using its Google Earth and Google Maps products, the Internet search giant is tracking Santa on its own this year with a new algorithm.

According to the report, the vice-president of Google Maps and Google Earth, Brian McClendon, wrote on the Official Google blog that while they have been tracking Santa since 2004 with Google Earth, this year a team of dedicated Google Maps engineers built a new route algorithm to chart Santa's journey around the world on Christmas.

Meanwhile, NORAD revealed it takes hundreds of calls from those eager to know Saint Nick's precise location and uses radar and satellite and even fighter jets to keep a track of his route, the report said.

For the past two years even US First Lady Michelle Obama has lent a hand answering calls from concerned children keen to keep tabs on Santa and his nine reindeers.

The third tracking system is the Santa Cam network...Santa Cams are ultra-cool, high-tech, high-speed digital cameras that are pre-positioned at many locations around the world.

According to the report, the cameras capture images and videos of Santa and his reindeer as they make their journey around the world.

By 1pm EST the tracking site had followed Santa across Australia and Asia.

He was spotted passing landmarks such as the Great Wall of China and the Sydney Opera House.

He was most recently seen above the skies of Afghanistan.

Telecom industry calls HC verdict on radiation flawed

KOLKATA: Industry lobbies representing India's tower operators and mobile phone companies offering services on both the GSM and CDMA technology platforms have told the government that the recent Rajasthan High Court verdict calling for the removal of mobile towers from schools, hospitals, jails and heritage buildings is "completely erroneous" as it is based on a recommendation of an inter-ministerial panel on radiation that was rejected by the telecom department (DoT).

"The basic premise of the Rajasthan HC judgement is based on an inter-ministerial panel report on radiation. The conclusions drawn by the high court are flawed since DoT did not accept the recommendation of this panel on avoidance of installation of mobile towers in schools, hospitals and other densely populated areas," says the joint communique from the Tower & Infrastructure Providers Association , COAI and Association of Unified Telecom Service Providers of India, reviewed by ET.

These lobbies have also claimed that the HC order runs contrary to all global scientific findings on mobile radiation by WHO and also DoT's own affidavit before the Rajasthan HC. In fact, the interministerial panel report, which was the basis of the high court order , also concedes as much. "The WHO reported that considering the very low exposure levels and research results collected, there is no convincing scientific evidence that weak RF signals from mobile towers and wireless networks cause adverse health effects," notes this report reviewed by ET.

The message was recorded in the central London palace's White Drawing Room on December 7.

"As London hosted a splendid summer of sport, all those who saw the achievement and courage at the Olympic and Paralympic Games were further inspired by the skill, dedication, training and teamwork of our athletes," Queen Elizabeth will say.

"In pursuing their own sporting goals, they gave the rest of us the opportunity to share something of the excitement and drama."

The Queen formally opened the Games in dramatic fashion herself, after taking part in a James Bond scene, which ended with the pair seemingly parachuting down to the Olympic Stadium from a helicopter.

It was one of the standout moments from her diamond jubilee year.

Exactly 80 years after her grandfather king George V first started broadcasting a speech on December 25, Queen Elizabeth will embrace 3D technology to mark her 60 years as the sovereign.

She has made a broadcast every year since coming to the throne except 1969, because a repeat of the landmark behind-the-scenes documentary "Royal Family" was already scheduled for the holiday period.

Vodafone told not to disconnect RCom SMSs from network

NEW DELHI: Telecom tribunal TDSAT has directed Vodafone not to stop interconnection of SMSes originating from RCom customers in 12 circles, subject to the condition that the Anil Ambani-led Reliance Group firm pays 5 paise per message to the GSM operator.

However, for the rest circles, where RCom and Vodafone had an agreement not to charge each other, Telecom Disputes Settlement and Appellate Tribunal (TDSAT) said no termination fee should be charged till the tribunal decides on the issue.

On October 25 this year, Vodafone had demanded Rs 11.30 crore as SMS termination fee from RCom at 10 paise per SMS for the period between April to September 2012.

SMS termination charges are paid by an operator from whose network SMSes originate to the one on whose network these communications end. These charges impact tariffs.

The circles where Rcom would now have to pay 5 paise are Maharashtra, Assam, Bihar, Himachal Pradesh, Madhya Pradesh, North East, Orissa, Haryana, Rajasthan, Uttar Pradesh (East), Kerala and Tamilnadu.

"By way of an interim order, it is directed that Vodafone shall not disconnect the signals of RCom in respect of 12 circles- Punjab, Andhra Pradesh, UP (West), Delhi, West Bengal, Chennai, Mumbai, Kolkata, Karnataka and Gujarat -- and no termination charges would be payable by any party to other party during the pendency of this petition," said TDSAT in its interim order.

"In respect of other circles, the SMS service of the petitioner (RCom) shall not be disconnected and whether disconnection has been taken place, the same shall be restored immediately subject to the condition that petitioner shall start paying 50 per cent of the amount demanded by the respondent (Vodafone) @ 10 paise per SMS on net inflow of traffic basis," said the telecom tribunal.

TDSAT further said that this 5 paise tariff would be calculated from date of filing of this petition.

Both parties are bound to follow "terms and conditions of the contract and have no right to modify the same unilaterally as long as agreement is continuing," according to TDSAT.

In its letter this year, Vodafone had told RCom that on failure to pay the amount, SMSes services would be withdrawn from November 9, 2012. This was challenged by RCom before the TDSAT.

Smartphone apps to send SOS alerts

KOCHI: A smartphone application which enable a user to send SOS alerts with the information of location to family and friends in any emergency situation has been launched by MindHelix Technosol.

The smartphone application 'Sentinel' can call friends and family in case of danger on the press of a button. It works in multiple scenarios even without triggering an alert manually, a company release said.

The application can send out alerts even if the attacker forcefully destroys the phone. As the call, SMS and email are sent from and Internet server, the application triggers an alert even if the user is not connected to the Internet by sending SMS with location to the server, it said.

The alerts consist of the last known location, time and direction with tracking information to see live data from the phone and pinpoint the location of the phone, Christin Emmanuel George, CEO of MindHelix Technosol said.

"Sentinel can improve personal security, but that is just one of the features. Senior citizen can alert their doctors or parents who want to ensure the security of their children can use it," according to Christin.

MindHelix Technosol has created the Citizen Interaction/ Feedback tool for Delhi Police, the Know Your Police Station initiative.

DoT launches women helpline number '167'

NEW DELHI: Admist nationwide uproar over brutal gang-rape of a paramedic student, the Telecom Ministry today announced a three-digit women helpline number '167'. "For helping women in distress, Delhi chief minister requested (telecom minister) Kapil Sibal to allot a three-digit phone number.

"Though DoT has limited resource in respect of three-digit numbers, yet within two hours of the request, a three-digit number '167' has been allotted for chief minister's helpline," a statement from the Department of Telecom said.

This is the first three-digit number to have been allotted in two years.

Protests across the country are being seen demanding speedy justice to the accused in the Delhi gangrape case, where a 23-year-old para-medical student from Dehradun was alleged raped on Sunday night in a moving bus here.

Review: Samsung Note II vs HTC Droid DNA

NEW YORK: Over the past few years, smartphones have gradually gotten bigger and tablet computers have gotten smaller. So it should come as no surprise that devices in between are starting to emerge.

These Android devices, informally known as phablets, are better described as giant phones than baby tablets, as they can be used for phone calls. And for now, they aren't much bigger than regular phones.

The larger screens -- measuring 5 inches (12.5 centimeters) or more diagonally -- make the devices slightly better for watching movies, reading books and consuming other media. They can also make the phones bulkier to carry -- or so I thought.

I was pleasantly surprised when I took HTC Corp's new 5-inch Droid DNA phone out of the box. The DNA looks about the same size as my 4.8-inch (12-centimeter) Samsung Galaxy S III, one of the largest and most popular phones out there. I had to find a ruler to make sure I wasn't sent the wrong phone.

HTC succeeds by making the DNA taller rather than wider, which is important because the width is what spans your palm when you're holding it. Samsung Electronics' 5.5-inch (14-centimeter) Galaxy Note II feels too big in my hands - more on that later.

The DNA is, in fact, a tad narrower than the S III, not enough to be noticeable, while being less than two-tenths of an inch larger on its longer side. The DNA is slightly thicker and heavier than the S III, though.

I didn't believe I'd notice the small increase in screen size until I watched "Ice Age'' on both the DNA and the S III side by side. But the difference is small. Although watching a movie on a DNA beats doing it on the older iPhone's 3.5-inch (8.9-centimeter) screen or even the 4 inches (10 centimeters) on the new iPhone 5, it isn't the same as watching it on a 7-inch (17.5-centimeter) or 10-inch (25-centimeter) tablet computer. Get a real tablet if size matters to you.

In most apps, I don't actually get more content with the bigger screen. Text and graphics in Gmail messages simply get slightly bigger on the DNA. Google's maps are larger, but that doesn't mean you see more surrounding area, just bigger parks and road names. Amazon's Kindle app squeezes in an extra word in a line here and there, but you lose those gains once you reach the next paragraph.

The exceptions I spotted:
* Google's Play Books app for reading e-books. The text appears about the same size on the DNA and the S III, meaning the app can fit a few more lines on the DNA device.

* Facebook. The app shows a tad more on the DNA when placed on its side like a movie screen. Side by side, it could mean seeing a bit more of a photo on the DNA, but it's not enough to fit in an extra post from someone whining about a morning commute _ you'd have to scroll down for more status updates like that. Strangely, I get less on the DNA when using Facebook with the phone held like a skyscraper. A black horizontal bar serves as a menu for settings and other tasks; on the S III, that menu button is built into the hardware and doesn't take up screen space.

Because the DNA's screen is only slightly bigger than the S III's, I can see why I'm not getting more content, just larger text, images and video. I figure I'd need the Note and its even larger screen to get all that. After all, on a tablet's 7-inch or 10-inch screen, I'm seeing much more, not just everything bigger.

But in my tests, everything just gets bigger on the Note compared with the S III. I'm seeing the same number of emails, the same coverage area for maps and the same amount of text for e-books. Think of it as moving a movie projector back so that the movie projects onto a larger area. You're not actually improving the quality or the size of the source material, the film. And if you move back far enough, what's shown on the screen starts to degrade.

I see that degradation watching "Ice Age." The video just isn't as sharp on the Note.

I soon discovered the reason: The S III and the Note both have the same number of pixels, those tiny dots that collectively form text and images on a screen. Both displays are 1,280 by 720 pixels, which translate to 306 pixels per inch on the S III and 267 on the Note II. So the Note simply stretches the same amount of display information onto a wider area. That's a shame, as it negates much of the benefits of a larger screen.

By contrast, the DNA's display is 1,920 by 1,080 pixels, or 440 pixels per inch. That's among the best out there. The iPhone 5, by contrast, is at 326 pixels per inch.

That said, both Samsung phones have richer colors than the DNA, thanks to a screen that uses organic light-emitting diodes, rather than a standard LCD. Although video on the DNA is sharper, color isn't as vivid as it is on the S III or the Note. Still, the DNA's screen trumps that of many other phones, and video looks great if you're not watching a movie next to a Samsung phone.

Available from Verizon Wireless for $200 with a two-year service agreement, the DNA also has a front-facing, videoconferencing camera that's among the best, at 2.1 megapixels. Its rear camera, for taking photos and video, matches the 8 megapixels that other major phones have. Sound comes out well thanks to the DNA's use of Dr. Dre's Beats Audio.

As for the Note, it has a fine-tip stylus that can be used to add a handwritten signature to an email, circle an important event on your calendar or doodle on a virtual notepad. The on-screen keyboard has an extra row for numerals, so you don't have to keep toggling between letters and numbers when writing messages or entering passwords. The Note is available from a variety of carriers starting at $300 with a two-year contract.

Both are decent phones, but not for their distinguishing feature - the size. The increase in size is barely noticeable on the DNA and annoying on the Note, which feels even bulkier with a built-in cover. It keeps bouncing in my pocket when I'm running, then feels as if it would slip out of my hands once I take it out. Checking voice mail feels awkward. The Note is also one-third heavier than the S III.

Here's a case of trying to be too much. A phone is a phone and shouldn't try to grow into a tablet. After all, you don't see too many people hold up an iPad to their ears to make phone calls, even though you could with Skype and other calling apps.

With the Note in particular, you get the annoyances of a tablet (something too big to easily carry around) and little of the benefits (fitting more content on the screen). Get the Note for the stylus, but not for the screen. Likewise, the DNA doesn't offer much in terms of screen size beyond other phones out there. Get the DNA for its sound quality or screen resolution, but not for the size of the display.

There are sure to be bigger phones to come, and I hope they will offer more than just content shown bigger. App developers may have to do their part by designing their programs for varying screen sizes. Both the DNA and the Note have good features that set them apart from rivals, but size isn't one of them.

Why Lumia sell-out no proof of Nokia's turnaround

HELSINKI: It's too soon to bet that Nokia's on the road to recovery after its new Lumia smartphones were sold out in many stores across Europe and America, as retailers say supplies have been short ever since their launch.

The Lumia 920 and 820, which use Microsoft's latest Windows Phone 8 software, were launched last month with expectations of a "make or break" for Nokia, once the undisputed leader in mobile phones, now losing share in smartphones and lower-end handsets.

Positive online reviews and anecdotes of waiting lists for the 920, as well as Nokia's sales deal with China Mobile announced earlier this month, have helped Nokia shares rise over 40 percent in the past month.

But analysts say there's no proof that Lumia phones are making significant inroads on market leaders Samsung and Apple or that Chief Executive Stephen Elop's risky strategy of betting the company's future on Windows software was paying off.

"I think people are looking and saying, 'Hey, there aren't enough 920s in the market', but the reality is that the volume is so small. It's not going to move the needle," said Pacific Crest Securities analyst James Faucette.

Most analysts forecast Nokia will sell around 5 to 6 million Windows Phone devices in the fourth quarter, with over half of them older versions of Lumia, which have been heavily discounted.

That would be better than the 3 million Lumia smartphones sold in the third quarter, but it pales in comparison with Samsung, which champions Google's Android system and is expected to ship 60 million smartphones in October-December.

Improvement from low base
Supplies of the new Lumia models appeared to be trickling back into US stores this week after being unavailable at many stores since their November launch.

Best Buy's website showed 920s in stock, and Amazon listed them as the No. 2 best-selling AT&T phone on Tuesday, though they were still sold out in many European markets including Nokia's home base, Finland.

The company's flagship store in downtown Helsinki said there would be a wait of a few days for the Lumia 920. Finnish telecoms company DNA said "many hundreds" of customers were still on its waiting list and that the backlog was unlikely to be cleared before Christmas.

"The situation is that we still don't have the 920s," said DNA retail executive Sami Aavikko, saying consumer interest in Lumia had improved with the newest models while declining to give sales figures.

Some sources said one problem has been a shortage of Qualcomm chips. Qualcomm CEO Paul Jacobs said in November it would be "exiting the calendar year with supply and demand more evenly matched", and a spokeswoman declined to comment further.

Elop told Finland's public broadcaster YLE on Tuesday there was "very positive activity underway" with Lumia sales. Nokia has declined to comment on sales data or confirm any component shortages, and a spokesman said it was "working very hard to get devices into the hands of consumers as quickly as possible".

Given low supplies, however, analysts said it was hard to gauge the real level of demand for the new Lumia phones.

Some industry executives and analysts have said consumer recognition for Windows Phones has improved thanks to spending on billboards and other advertisements over the past month.

"Are they lining up like they do for the iPhone? No. Are sales covering our costs, for instance marketing? Yes," said Deutsche Telekom Germany's marketing chief, Michael Hagspihl.

Many telecoms carriers as well as network equipment executives are hoping the Lumia succeeds, to prevent Samsung and Apple from gaining too much power.

Nordea analyst Sami Sarkamies was one of the more optimistic analysts, saying investors should focus on the improvement, albeit from a low base.

"My take is that there we have a seen a pretty substantial development since last year," he said. "Previously there hadn't been that market pull."

Two-year transition
With Nokia burning through cash and having already sold off assets such as its head office, muddling along with modest sales is not an option. Some investors have said they want to see quarterly Lumia sales of around 10 million.

Many believe Nokia will need to change its strategy - and its leader - if there is no clear improvement in Lumia sales in the coming quarters.

The company has not set any targets, but Elop said in February 2011 that the company's transition would take two years, which leaves precious little time.

"I think they have more hard decisions ahead of them; not only what they do from a leadership perspective and strategic perspective, but also with whom they align themselves," said Faucette at Pacific Crest.

Speculation of a buyout by Microsoft have periodically lifted Nokia shares, but with so much uncertainty over future sales, few analysts recommend pricing in any potential buyout premium.

Pop icon Lady Gaga's account ranks as Twitter's most followed, with her musings and inspirational messages reaching 32 million followers. The Grammy-winning entertainer has sparked controversy over sometimes racy images and videos tweeted from her account, but she has also used the forum to promote charity and empowerment.

The US president's Twitter feed is run by the Obama campaign and has 24.4 million followers. Obama rarely sends his own tweets, but when he does he signs them, as he did in one sent to the first lady on Valentine's Day.

Brazilian football superstar Kaka was the first athlete to amass 10 million followers on Twitter, joining an elite group of online influencers. The Real Madrid midfielder's tweets are written in English, Spanish and Portuguese, reflecting his global appeal. At last count, his followers topped 13.7 million -- lagging just behind teammate Cristiano Ronaldo, with 14.8 million.

The 77-year-old Dalai Lama has amassed 5.7 million followers on Twitter. The exiled Buddhist spiritual leader of Tibet follows no other accounts, but posts every few days on the micro-blogging site. His messages are a mix of inspirational quotes and probing questions, with a few links to his appearances mixed in.

The media baron's controversial tweets are a mix of personal, politics and business news. With 376,000 followers, Murdoch has a far smaller Twitter flock than many bigwigs _ but his unedited and uncensored tweets have made the account a must-follow among media watchers.

Reasons behind Fitch's stable rating for Microsoft

Fitch Ratings has affirmed Microsoft's ratings as follows: Long-Term Issuer Default Rating (IDR) at 'AA+'; Senior unsecured debt at 'AA+'; Short-Term IDR at 'F1+'; Commercial paper (CP) program at 'F1+'. The Rating Outlook is Stable.

Approximately $14 billion of debt is affected by Fitch's action, including Microsoft's issuance of $2.25 billion of senior notes on November 7, 2012. Microsoft's ratings and Outlook reflect the following: Fitch anticipates mid-single-digit revenue growth in fiscal year 2013 ending June 30, primarily supported by several new major software product introductions, including Windows 8, Windows Server 2012 and Office 2013, which is expected to be released near the end of calendar year 2012.

Consumer demand for Windows 8 will also be facilitated by the greater availability and broader selection of touch-enabled PCs in a variety of form factors from original equipment manufacturers. Continued macroeconomic challenges led by Europe and enterprise delays in adopting new PC operating systems will temper near-term growth of Windows 8. Surface will contribute minimally to free cash flow (FCF) in 2013, given the initial lack of scale and highly competitive landscape for tablets.

Microsoft's Surface Pro tablet, expected in early calendar 2013, is likely to be a commercial success given its compatibility with Microsoft Office applications, enhanced security and easier manageability. Critical success factors for Surface Pro will be battery life, cost and availability of key apps. Fitch believes Microsoft has strengthened its position in the mobile phone market in the past year as a result of licensing agreements with the vast majority of Android device manufacturers and the launch of Windows phone 8 in late October 2012.

The company's Online and Entertainment & Devices segments (Bing, Xbox, Skype, Windows Phone, etc.) will continue to be a drag on profitability over the intermediate term. These segments remain a critical component of Microsoft's longer-term strategy in the consumer market; however, competition remains fierce and Fitch does not expect these segments to contribute materially to FCF for the foreseeable future.

Fitch expects Microsoft to continue to produce strong FCF, in excess of $15 billion per year, which the company uses to fund its share repurchase and dividend programs. Fitch expects cash generation from operations to be strong enough to pay for modest annual increases in both dividends and share repurchases over the next several years excluding potential for meaningful acquisitions. Fitch expects all repurchases will be done within the context of FCF.

The company's sizable liquidity and superior credit profile provide a significant degree of financial flexibility within the current ratings. Going forward, Fitch believes Microsoft will become more active with acquisitions and share buybacks over time but continue to maintain a significant net cash position.

Absent broader corporate tax reform, Fitch does not expect any negative outcome from Microsoft's recent tax hearings with the Senate Permanent Subcommittee on Investigations. Credit Strengths: Leading market positioning in its core software businesses, including over 90% in PC operating systems (OS) and 75% in servers.

Very strong balance sheet with $66 billion in cash and short-term investments. Microsoft generates nearly $1 billion in pretax income from interest and dividends alone.

Diversification of end market with consumers and enterprise demand as well as strong geographic diversification. No customer is larger than 10% of revenue. Credit Concerns: Reliance on Windows and Office for the vast majority of FCF. In aggregate, these products accounted for nearly 80% of total operating income, excluding unallocated corporate level expenses. However, strong growth and margin expansion in the Server and Tools business has reduced the contribution of Windows and Office from a four-year high of nearly 89%.

Growing popularity of other operating systems outside of the core PC space, principally Apple's iOS as well as Google's Android and Chrome platforms. Fitch believes both platforms will continue to grow as competitive threats to Windows.

Extension of PC replacement cycle due to the popularity of tablets and smartphones. Minimal historical success in developing profitable consumer businesses outside of Microsoft's core Windows and Office ecosystem despite significant investment over a decade-plus in other consumer markets.

Fitch believes this is indicative of the challenging competitive environment. Significant dividend and share repurchase programs, though funded entirely today by FCF, could pressure the company to issue increasing amounts of debt to avoid repatriation of foreign earnings, which represent the majority of total annual FCF.

What cloud trigger a rating action negative
Future developments that may, individually or collectively, lead to negative rating action include: Penetration of alternative operating system's such as Chrome OS in the PC market and/or greater market share gains by Apple; Greater than expected extensions of PC replacement cycles because of tablets, without a commensurate gain from Microsoft Surface. Fitch currently expects PC replacement cycles to extend on average up to 12 months. Greater acceptance of cheaper software applications that compete with Microsoft Office such as Google Docs. Positive: Upside movement on the ratings is unlikely.

Soon, lamps powered by gravity

LONDON: A British company hopes to bring electric light to 1.5 billion people who live off the grid with an incredible electric light that is powered by gravity.

The GravityLight uses a sack of sand to gradually pull a piece of rope through a dynamo mechanism which generates electricity to power an LED light.

Its makers claim that a three-second pull on the rope to raise the sack will keep the LED bulb running for up to 30 minutes.

The light, named GravityLight, works by suspending a bag filled with a heavy substance like rocks, dirt or sand from the light.

London-based design and innovation initiative deciwatt.org designed the GravityLight as a sustainable lighting solution for the 1.5billion people in the world who have no reliable access to electricity.

Most of these people rely on biomass fuels like kerosene for lighting once the Sun goes down, but such fuels can be hazardous to health - as well as posing a fire risk.

Deciwatt.org, a division within design company Therefore, which came up with the casing for the Psion range of handheld computers, say the trend for rapid advances in technology has made their product possible.

Their website cites Koomey's law, a lesser-known parallel to Moore's law, which describes how the number of computations possible per joule of energy has doubled roughly every year and a half since the Fifties.

The flip side of this is that relatively simple devices progressively need less energy to run, making possible a whole range of relatively simple gadgets that can be powered by unconventional means.

The GravityLight was co-invented by Martin Riddiford, who designed the Psion hardware, and Jim Reeves, both directors at London-based Therefore.

"We've done a number of projects, including the Psion products - where the requirements were incredibly efficient in terms of power usage," the Daily Mail quoted Riddiford as telling The Register.

"The digital age has made products much power hungry but now there's a reversal of that - everyone's chasing lower power again," he added.
